Reactivate customer

POST / v1 / customers / {customer_id} / resume

Reactivates a deactivated customer (deactivated is true in GET /v1/customers/{customer_id}). Access and emails work again.

An external customer needs room in the plan.
Emails dropped at the deactivation do not come back.
